    • validate schema-3 scratch ownership against Corestore identity (cloudly-secrets-v2-cutover)
      • Require schema-3 scratch resource names to match the current Corestore database identity for the scratch service.
      • Keep legacy scratch resource name validation compatible with existing pre-schema-3 state.
      • Update cutover and backup-manager tests to derive scratch resource names from the Corestore identity helper.
