Fixes
- reconcile managed services on startup and harden heartbeats (daemon)
- Run managed service updates when the daemon starts so missing or outdated services are reconciled immediately.
- Handle Docker missing-service errors as absent services and preserve host Docker socket access when creating services.
- Prevent overlapping heartbeat requests and time out stalled Cloudly heartbeat calls.
